Check that the global Windows Dynamic Lighting on/off switch is turned on, this is required for a device's Windows Dynamic Lighting on/off switch to take effect.
To enable on your Windows computer:
Go to Settings > Personalization > Dynamic Lighting.
Turn on the toggle switch.
Otherwise, click on the Windows settings that will directly take you to the settings page shown above.
