keyboard shortcuts stopped working

Suddenly I can only assign Single key keyboard shortcuts anymore. E.g. I want to use CMD + Left as a shortcut but I can only enter CMD.

  It started working again suddenly...
  
  I'm using "Apple Magic Keyboard with Touch ID and Numeric Keypad (for Mac with Apple Chip) - German - Silver".

  &

  Mouse: Mx Master 3s

  It stopped working again when I tried to update Logi Options+. I'm now on macos Ventura 13.0.1.
  
  To answer your last question: I can't get into the menu where I assign shortcuts if I unplug the mx master 3s. If I go to the menu with the mouse plugged and then unplug it once I'm in the menu it also doesn't work.
