Click Start > Settings > Control Panel, and then click Keyboard.

Click the Input Locales tab and select Change.
Windows XP

Click Start > Settings, and then click Control Panel.

In the Control Panel, open Regional and Language Options.
NOTE: If Regional and Language Options isn't listed, click Date > Time > Language and Regional Options and then click Regional and Language Options.

Click Details on the Languages tab under Text services and input languages.

Click Add under Installed services.

Choose the language for the keyboard layout or Input Method Editor (IME) you want to add from the Input language list.

Select the Keyboard layout/IME check box, if it is an option. If multiple options are available, select a service in the list.
Windows 7 / Windows Vista
NOTE: This method uses the British English keyboard layout as an example.

Click Start and in the Search box, type intl.cpl and then press ENTER.

On the Keyboards and Language tab, click Change keyboards.

Click Add. The Add Input Language window appears.

Expand the language that you want. For this example, expand English (United Kingdom).

Expand the Keyboard list, click to select the United Kingdom check box, and then click OK.

Under Default input language, in the dropdown menu, select English (United Kingdom) - United Kingdom, and then click OK.

In the Regional and Language Options dialog box, click OK.
NOTE: The Language bar appears on the taskbar. When you rest the mouse pointer over this bar, a tooltip appears that describes the active keyboard layout.

Click the Language bar, and then click EN English (United Kingdom).
Windows 8.x

Swipe in from the right edge of the screen, and then tap Search (the magnifying glass icon).
NOTE: If you're not using a touch screen, hold the Windows key on your keyboard and press the letter "S" to open Search.

Type in the word "language" in the Search box, then tap or click Add a language to this device.

In the Languages section, click Add a language to browse all languages available and then select the language that you want to add.

To make the new language your default one, click on the language and select Set as primary.
