The arrow keys on the Logitech Solar Keyboard Folio will function with an app only if its developer configured it to use keyboard keys.
To determine how the arrow keys function in a certain app, such as if they can be used to scroll, see the app's documentation or contact its developer.
NOTE: Most current iPad apps rely on gesture commands to scroll and don't support arrow-key scrolling.
