If you've paired multiple Bluetooth devices to the headset, make sure you're connected to the correct Bluetooth device. (See answer null for more help.)

Make sure your headset has enough battery power. Try connecting it to a USB port with the USB charging cable.

Make sure you've selected the Wireless Headset for iPad as the audio output device on your Bluetooth device. (See your device's documentation for more help.)
