The arrow keys on the Logitech Ultrathin Keyboard Mini will function with an application only if the developer of that app has configured it to use keyboard keys.
If you have questions about how the arrow keys function within an application and if they can be used to scroll, please see the documentation for the app or contact the developer.
NOTE: Most current iPad Mini apps rely on gesture commands to scroll and don't support arrow-key scrolling.
