Universal Scroll does not work in Word 2013

Hi,

I am using an old school TrackMan Marble Mouse with Windows 7 with Word 2013.  

I set up my mouse so that the smaller left button will utilize the Universal Scroll.  It works in everything but word and excel.  

Is there a solution to this?
