The Logi Support wrote back and the solution was very helpful. Everything is back to normal! These are the two solutions, the first one did the trick for me :)

Please uninstall the Circle app, restart your smartphone and reinstall the app.
If this does not solve the problem, please also try the following:
-Make sure you are signed out of the Logi Circle app.
-Open your standard browser, go to www.logitech.com/my-account and log in there first.
- Only open the Logi Circle app after logging in via the browser.
-Observe the behavior of the app and the cameras. -
Since the App Store is also filled with complaints about this my suggestion would be to just fix the bug causing it, instead of asking everybody to remove the app.
You are absolutely right. Even though it fixed some issues with low frame rates today i had to log me in again...

Whoever at Logitech who made the decision to apply this new overcomplicated log-in system should be fired immediately. The app is unusable and is not fit for purpose. If the next update doesn't fix this, I'll be replacing all my Circle cameras and will never buy or recommend a Logitech product to anybody again. It is insulting to their customers and users that they would issue an update that has quite clearly not been properly thought through and not been properly tested to ensure it works before it's release.

I'm in contact with the support. They asked for pictures and an explanation of the issue and will forward everything to the developers...fingers crossed. I do not hope that they released this update with the only purpose to make the cams unusable and forcing users to buy new cams or to use the Circle 2 with HomeKit.

I was informed to update the app to v 3.5.1 and to log out of any browser sessions (which I was not logged into anyway). Less than 24 hours later, same issues come up.
The one frustration is, I was also asked to do a manual reset of the cameras… so, I went and took them down, took them apart, held the reset button for 9 seconds, and did a reset within the app.
Progress?
1. Still no image previews in iOS notifications. They appeared for a few alerts, then disappeared.
2. Video footage is still pixelated, fuzzy and unclear.
3. Logging in is a circular reference of login attempts over and over and over again… I must have had like 10 browser session attempts to login that were open on my phone.
Really disappointed with this update (rather an epic fail), one that truly ruined a good product experience since paying full price for the cameras and the premium subscriptions.
I wish I had a backup of my phone, so that I could roll it back to the previous version of the app.
My 2 cents is this: If this is the experience now with Circle 2, imagine what it will be like with the new products. Simply put, I won’t be upgrading. Better to get a Nest Cam where you know they have a dedicated focus on the product quality assurance in development, the customer experience and process.

If you'd fire everyone (probably a team effort) that made a mistake, but did have the experience to change something, you would end up with only people that do not have experience and that are not changing anything anymore (trust me, that's really worse magnitude style).
So better keep that team, let them learn from this mistake and how to fix it and make sure it never happens again.

No, I haven't received a response from their support team for the past few days. Still waiting on a reply to the issues I've had with the login, no image alerts, and now, since doing a reset to the cameras the footage is missing minutes / seconds. Not only has the quality been pixellated, but the video now has gaps.
I see that there is a Beta link in the app. Perhaps you're right, they want to move users to the Apple Home Kit. But, Apple Home Kit doesn't support the wireless version of Circle 2 (with battery in it).
