Devices unresponsive to Harmony 665

Harmony 665 had been working flawlessly for some time when it announced a low battery warning as it had many times  in the past. Put new batteries in and unit, as usual, asked if there were any devices still on? There were but 6656 couldn't turn them off. All devices, ( Yamaha amplifier, Apple TV, Samsung TV, Cisco DVR Cable receiver) are unresponsive to activities or as device only. I resynced the 665 using Harmony Desktop on a Mac mini M1 but to no avail. Any ideas as to the source of unresponsiveness would be appreciated.

  It turned out that rechargeable AA batteries despite Ok test voltage do not have sufficient voltage to operate devices remotely. Exchanging batteries for fresh non-rechargeable restored the functionality of the Harmony 565.
